United Parcel Service (UPS) has occupied the subject property within the Kingman Airport & Industrial Park since 1990. Over time, the original lease was extended multiple times and had become outdated, prompting the need to update and standardize the agreement to reflect current City practices and lease provisions. As part of this process, the City procured an appraisal to establish current market value ground lease rates, which informed the updated lease terms. Staff recommends approval.
This item is to approve a professional services agreement with Kimley Horn for the Southeast Kingman Roadway Network Analysis in the amount of $58,240. This effort will identify refinements to the City's Transportation Masterplan that are necessitated by the completion of Flying Fortress and anticipated development along the south leg of Flying Fortress Parkway from Louise to Hualapai Mountain Road. There will be a fiscal impact of $58,240 to the Capital Projects Fund. Staff recommends approval.
The Taxiway Bravo Reconstruction Project is being funded by two ADOT Grants. ADOT Grant E0S3F01C expired on February 2, 2026, and ADOT Grant E2S5A01C expired on December 15, 2025. Both Amendments will extend the grants to June 30, 2027, allowing the city to be reimbursed by ADOT. Staff recommends approval.

Engineering and Public Works Inspectors have determined that all required improvements have been completed and are in compliance with the terms of the final plat, improvement plan, and the requirements of the City’s Subdivision Ordinance; with the exception of the sidewalks which will be completed prior to the issuance of the individual Certificates of Occupancy. This specialized services agreement with Clear Creek Associates is proposed for the design and construction documentation of a new city well, City Well 12 in the amount of $136,082. During the 2025 Legislative Session Representative Biasiucci secured $3,000,000 in State Appropriations for the City of Kingman to drill and equip a new production well. This occurred after the development of the City’s FY2025-26 budget and thus it was not included in the budget. ACTION ITEMS
The Solid Waste financial plan is regularly evaluated to confirm that revenues support operating costs, capital needs, and the maintenance of a 60-day operating cash reserve. During the past fiscal year, the City expanded services by implementing a drop-off recycling program. Staff’s evaluation of the Solid Waste financial plan has identified a gap between current revenues and the funding required to support current service levels, operating costs, capital needs, and the City’s 60-day cash reserve target. Several rate and revenue options are being presented to Council for consideration. Staff recommends Council adopt a Notice of Intent to consider increasing solid waste rates at the May 19th Council meeting.
The Water System’s financial plan is regularly evaluated to confirm that revenues support operating costs, capital needs, and the maintenance of a 60-day operating cash reserve. Staff’s review of the Water System’s financial plan indicates that current revenues are not sufficient to fully support existing service levels, operating expenses, capital requirements, and the City’s 60-day cash reserve target. Rate and revenue options are being presented to Council for consideration. Staff recommends Council adopt a Notice of Intent to consider increasing water rates and establishing new fees and set a May 19th public hearing date.
